[dev] [en] security check before modifying a param

Hi,

here 2 other patches for sat and libervia.

The parameter "security_limit" that has been previously added to the 
getParams methods is now also in setParam. One check is done by Libervia 
(only parameters that are displayed in the dialog can be modified) and 
the core setParam method also do the general check (security_limit must 
be >= security of the param node).
