[SàT dev] [en] protoXEPs: privileged entity and namespace delegation

G'day,

I have updated my first protoXEP "privileged entity", and submitted my 
second one "namespace delegation".

The goal of these XEPs is to use an external component to manage things 
usually reserved to server. If they are accepted, it will be a massive 
step forward for us, as it will allow to use our own pubsub component 
(sat_pubsub) in a clean an standardized way, instead of using the quick 
and dirty hack currently in place.

That also mean a quick release cycle, and if we can convince other XMPP 
project, we can have a full featured generic pubsub service usable with 
potentially every server.

In the short term, that means:
	- no more "patched remote_roster" hack
	- compatibility with standard microblogging, that means being able to 
see microblogs from Jappix and Movim (and any other XMPP client managing 
microblogging)
